Government Contracts Consultant
Darryl Goodwin provides insight and 30 years of government contracting experience to Watson & Associates, LLC. As a former government contracting officer, he provides guidance to DOD contractors nationwide on the critical issues that deter compliance and adverse actions. Over his tenure with the federal government, Mr. Goodwin has worked with agencies such as US Army, Navy, Air Force, and GSA where he served in the roles of contract specialist and contracting officer.
Mr. Goodwin provides consulting and contract management direction in the various levels of federal construction contracts with the U.S. Navy, Army Corps of Engineers, Air Force and overseas construction. He specifically provides consulting services on issues such as delay costs, requests for equitable adjustments, scope changes and amendments, FAR compliance, and issues to prevent termination for defaults. Mr. Goodwin consults about internal policies and controls, and taking action when the government issues cure notices and show cause letters. He serves as consultant on critical issues related to labor and pricing, compliance audits, Contract Disputes, Act disputes and appeals, requests for equitable adjustments, and contract negotiations.
Mr. Goodwin frequently provides guidance and consulting services to clients with service contracts for IT, Landscaping and professional services. He has significant experience with the various statutory provisions involved and helps clients to navigate through the complex issues that can arise.
As a firm’s internal consultant, he focuses on the non-legal issues pertaining Davis Bacon and Service Contracting Act invoicing issues. As part of our bid protest and claims team he provides internal guidance to staff members and clients pertaining to compliance, FAR clauses, contract terminations and GSA Schedules.
Mr. Goodwin also facilitates the firm’s proposal writing consulting efforts. He conducts on-site proposal management assignments and advises on FAR clauses included in a solicitation. As a member of source selection and contracting procurement for the US Army, Navy, Air Force and GSA, he is well-versed on federal procurement and contract management initiatives.
As a government contracts consultant, Mr. Goodwin shares his experiences as a Level III Warranted Contracting Officer to help business executives to make important procurement decisions and advises on conditions that impact clients’ current business goals.
Mr. Goodwin is also experienced with federal agencies including the Defense Contract Audit Agency (DCAA) and compliance, government contracting, J & A, request for equitable adjustments, government construction, and modifications and option year contracts.
