Leanna Ajour is an Associate at Watson and Associates, LLC, and focuses her practice on Federal Government Contracts, business, and corporate matters.  Ms. Ajour counsels clients in all aspects of federal government contracting and is experienced with contract procurement matters.

Licensed in Colorado and in California, Ms. Ajour vigorously represents federal clients to help position them to win awards and successfully defend against size and bid protests.  She is also a member of the firm’s government contracts training program, which offers training on an array of topics involving government contracts and business matters, including teaming agreements, joint venture agreements, and 8a certification. She is also involved with various business and corporate transactions.

Prior to joining Watson & Associates, Ms. Ajour worked as Corporate  Counsel on mergers & acquisitions, contract drafting, and corporate formation matters.  She began her legal career serving as a Corporate Apprentice to Lockheed Martin, working on government contracts with Lead In-House Counsel, involving NASA programs and other high-stakes deals. She also previously worked as a Legislative Aide within the House of Representatives where she received the “Sincere Commendations Award” from then Speaker of the House, Andrew Romanoff, associated with her work in the Veteran’s Affairs and Judiciary Committees, which supports her current counsel to Veteran-Owned businesses.  Ms. Ajour routinely prepares Operating Agreements, partnership agreements, and the like for her clients to set up to efficiently and successfully manage their companies.

Ms. Ajour is part of the Bid Protest Litigation Practice Group within the firm.  During her time with Watson & Associates, the firm’s Bid Protest Litigation Practice Group has successfully litigated the following:

Bid Protests:  In 2014 alone, the Bid Protest Litigation Practice Group has obtained multiple corrective actions on federal contract awards via protests before the Government Accountability Office.

  • Bid protest alleging that Agency failed to follow evaluation criteria after corrective action and failed to conduct discussions. Agency took corrective action;2014
  • GAO Bid Protest showing that the Agency failed to properly evaluate past performance and technical proposal. Agency took corrective action; 2014
  • GAO Bid Protest showing that the Agency failed to properly evaluate past performance and technical proposal. Agency took corrective action; 2014
  • GAO Bid protest showing that Agency improperly applied past performance of affiliate company who was the incumbent and not offeror. Agency took corrective action; 2014
  • GAO Bid Protest alleging failure to allow former member of the competitive range to take advantage of material changes to the solicitation. Agency immediately took corrective action; 2014
  • GAO Bid Protest alleging agency failure to consider offerors technical approach when using government estimates. After hearing, Agency took corrective action; 2014.

  • 8a SBA Application & Requests for Reconsideration: Ajour represents clients seeking to obtain SBA certification by guiding clients to provide SBA with relevant support and evidence to overcome the social and economic disadvantage requirements.

Fraud & DOJ Claims:

  • The firm’s litigation practice group provided insight and strategy regarding the 8a program rules to criminal defense attorney representing former 8a Contractor in ongoing Department of Justice prosecution for multiple counts of wire fraud, mass fraud, and conspiracy.
