Idris S. Keith, an associate attorneywith Watson & Associates, LLC, practices in the areas of government contracts and Colorado business. Mr. Keith counsels clients in a wide variety of matters, including compliance with the
Federal Acquisition Regulations and the unique rules and regulations governing government small businesses. Mr. Keith actively guides small businesses, and large contractors seeking to team or joint venture with small business in matters such as affiliation avoidance, compliance with SBA 8(a) certification regulations, the HUBZone Program, the Service-Disabled Veteran-Owned Small Business Program, and the Women-Owned Small Business Program. Mr. Keith understands the continuing hurdles that small businesses face in developing business relationships with other companies. To that end, he assists clients in creating compliant teaming agreements, joint venture agreements, subcontracts, and mentor-protege relationships.
Mr. Keith pursues fair treatment for government contractors in bid protests with the Government Accountability Office (GAO) and assists with complex cases in the U.S. Court of Federal Claims. In addition, for small business set-aside procurements, Mr. Keith prepares bid size protests and size determination appeals before the U.S. Small Business Administration and the SBA’s Office of Hearings and Appeals, including bid protests of competitors’ sizes and/or eligibility to receive contracts designated for participants in the 8(a), HUBZone, service-disabled veteran-owned small business, and women-owned small business programs.
Mr. Keith prepares and advocates for government contractors in terminations for convenience, government contract claims and resolves Colorado business law matters for local clients.
Prior to joining the Denver law firm of Watson & Associates, Mr. Keith presided over administrative hearings as a Hearings Officer with several state agencies. He resolved administrative disputes relating to labor/management related issues, and subsequently issues related to the federal government Medicaid Program. He distinguished himself as a clear and coherent thinker. Further, his written orders were recognized by superiors as a model for which others should follow.
In addition to government contracts and business law matters, Mr. Keith also has extensive experience in Title VII related matters. He investigated cases for a contractor for both the District of Columbia Human Rights Commission as well as the United States Equal Employment Opportunity Commission. He also served as Deputy Director of a state fair employment practices agency where he supervised a staff of 34 employees including investigators, mediators and support staff.
Mr. Keith also counsels clients on matters of ethics and fiscal law, including post-government employment and organization conflict of interest (OCI) laws, gift rules, and various federal appropriation and fiscal laws.

In addition to his duties with Watson & Associates, Mr. Keith is currently a professor of Constitutional Law in the Denver area.
